Pebbles (or newspaper works as well)

Paint

STEPS
1. Paint rocks different shades of green. Use as many rocks as you want depending on size of planter.
2. Add spines with fine tip brush and white paint.
3. Fill terracotta planter with small pebbles, or sand. Add painted rocks to make your perfect cactus garden.
