    The Canadians have done this for years in Quebec and the problem they had was that eventually the roof will leak. When that happens, they have to remove all the dirt to repair the roof. It's cost prohibitive.

    Low water desert plants don't do diddly, you need lush greenery that evaporates off a lot of moisture, which skyrockets water usage for a typical office building. Many desert buildings had roof misting systems, which were abandoned when water conservation became mandated. For greenery, the weight of all the dirt and the water it holds might collapse the building next time a quake or a heavy snowfall happens. It's like overloading your truck with bales of dry hay, then having a broken axle the next morning after a hard rain. Ask any farmer. This is something that must be engineered into new construction, you can't just add many tons to an existing roof without an engineering assessment first. Add the cost of reinforcement and it's much more than $25/ft. And where are the solar panels to reduce power load? Aren't those mandated also? And water conservation, that's mandated, so you have to use grey water for the plants, then the building stinks. How about just put in a fountain.
