A one hundred square kilometer greenhouse complex is the starting point for
Pluvinergy. The output is a river of fresh water, and sufficient energy for
all of southern California. The objective is to reestablish the natural
ecosystem by building human habitation around Pluvinergy Power Plants,
sufficient to eliminate the need for fossil fuels and nuclear energy, while
consuming CO2, on scale to return to preindustrial levels.?
