I don't know about the light being that far away. Fluorescent puts off hardly any heat but also has low watt output. Putting it that high up you are losing the vast majority of the energy the plants need. Fluorescent should be 3-4 inches above the plants.
I found it very easy to set up your tray but how much does these stuff costs? This will be the great access to have vegetables even you live in a condo or apartment. Space doesn't matter at all as long as you are interested and would love to pick up fresh vegetables whenever you need them.
