I have two peonies, both planted with companions to protect them. One surrounded on three sides by crepe myrtles on next to screen porch they are no trouble at all – no pests or diseases!

only one decent area for veggie garden, first owner used it too for years. Now it seems weak, poor growth etc. cheapest way to improve the soil,625 sq ft, can i till in raw horse manure or do i need to treat it first?

If I were you I would get worm castings and dig them in. You could get all kinds of weeds and plant diseases from horse manure. I will further research this for you.
