    Look up computer water cooling, use a peltier cooler with a basic CPU water cooling setup and you can maintain around 55F water temps off of about 100W of power for roughly $75 or so, depending on how crazy you want to get with it. 

    You pump the reservoir water through the CPU cooling block, designed for CPUs for computers, and back into the reservoir. The peltier cooler's cold side is attached to the CPU cooling block which will generate the cold that gets loops back into your reservoir. You cool the hot side of the peltier cooler with a basic CPU cooling fan. Everything will be running off of 12VDC so you'll also need a computer power supply to drive the power as you'll be around something like 5A or so at 60W of cooling. You can of course get crazier with it if you want but this entire unit is about $75 if you do if yourself and cheaper if you use parts you already own. Good luck!

    The bubble wrap insulation can be bought at lowes and home depot and a lot of hvac supply houses carry it as well for way less. Also it does better if u leave an air gap between the insulation and the item ur insulating.
